The bottom line is that Rafa had to qualify for the CL to get any money at all to spend.

That will affect the way he spent the money. Quantity instead of quality.

When he can get a £30m transfer budget plus the money from the players we sell plus the CL money, then he can sign quality instead of quantity.

The reason is that he won't risk the long term future of the club then.

When he had money to spend he brought in Torres, Babel, Mascherano, Benayoun, and Lucas and to be fair to all of these none of them have been flops
