If I was Capello I'd stick with Lampard. Why change a winning team? Would be a big statement to the players that no player is guaranteed to start and that if you play well you will keep your place.

And Gerrard can come on as sub with a point to prove and with his versatality could come on for anyone having a poor game in the final two thirds of the pitch.

Plus he wouldn't get knackred playing for England and would come back fresh.

Imagine them swapped over Gerrard would do more in that Chelsea team than lampard, could Frank inspire us as many times as Gerrard has? no is the answer. Could Lampard play right back in extra time of a Champions league final against a fresh brazilian left winger (forgotten his name) and own him?? no.
Could Lampard have a massive impact on games from RB/RM/LM/CM like SG?? no.

why won't this thing just go away.. surely there are no more people out there who are so blind that they can't tell Gerrard is the much better player. They would have a better argument if they said Essien or Gerrard but I understand it's an "England thing"

I think that Lampard is a very disciplined player and plays the specific role he does exceptionally well. I'm not sure that versatility is always a bonus. Gerrard has far, far greater individual ability though. Dispassionately I think there is less of a gulf in overall usefulness to a team than many on here would like to make out.
