Hope it's not true, as it basically means no room for manoeuvre for Rafa or the club as a whole. Wonder if the person started the rumour actually knows something or is just speculating?
So far it doesn't really explain anything to me, it could just as well be that we are financially constrained and that our owners are blocking.

Last time there was discussion about the refinance RBS insisted that they paid off 60m of the loans. The speculation was that this was the amount that was originally set aside for stadium work.
