However I believe that the home club could offer the away club this 'minimum' allocation but ask for the club to pay for all these (say 3000) tickets. It is then up to the away club to sell all these tickets, if they don't they (the away club) makes a loss. So teams with smaller away supports could only take say 1000 tickets because they don't want to make a loss on them, leaving an extra 2000 tickets for the home fans. So this is how you end up with smaller away support.
Siimilarly team which don't have great home support (Wigan, Blackburn) often offer away teams many more tickets in the hope of selling the game out.
For the Bolton game yesterday, the area roped off for Bolton fans seemed to be only half full, so I would guess that there were perhaps a close to a couple of thousand empty seats in their end, the only other area of the ground I saw large numbers of empty seats were in the home section of the Anfield Road end. I would guess these tickets weren't sold, but the rest were odd seats dotted around the ground some unsold and some season ticket holders/supporters clubs that couldn't make it.
