I think it's more about whether the signing has been successful rather than whether the player is good or not. If we'd signed Messi in August and he'd got sent down for tax fraud in September it would count as a miss. But I don't really know, it's all a bit silly really.

Can't call him a flop really, he hasn't played nearly enough to form any sort of logical judgement imho.
Add to that the fact he's come into a totally disfunctioning team, when he expected to come into a well organised fluent title contender!
Nah, too early to call, but he does, and it's only my opinion, but he has that look about him, like playing football and striking a ball comes natural too him.
So i'm hopeful.

if we have signed him for his potential then as a 20m signing we must assume that within a couple of years he will be a 40-50m player.

First season in the CL for years, a good summer away from another title push, no striker in the bag; let's spend £20m on an attacking midfielder with potential despite already having lots of them. Crazy transfer business given the context. It's his first season, yes it's a lot of money but can you not see the potential in him?
