The best, and I use that term in a loose manner, is probably Matt Skelton, and he is just a crude brawler. Mind you, I would like to see Skelton get a crack at Shannon Briggs, that would be entertaining for a few rounds, until Briggs knocked him out. That fight could happen as Skelton is ranked in the top 15 for that belt, and as such, could get a shot.
