It's not an admission of guilt but it is in the poorest of taste and shows exactly their disregard for anyone. Disregarding culpability they need to be seriously punished for this alone.
What a horrible institution they are, rotten to the core and a vessel for laundering money without any regard for sportsmanship

UEFA might kick them out of Europe but that will just make them harder to beat in England. We had hoped that FFP would level the playing field but City and PSG in particular are assuming they are above the rules.
I remember Jack Walker at Blackburn and how he effectively bank rolled a title, then Abramovich and his dirty money funded Chelsea but City are bankrolled by one of the richest COUNTRIES in the world. How do you compete with that over a season.

 A one season ban from Europe does nothing, even imposing a transfer ban does nothing as they don't really need to strengthen their squad.
What should happen is that they are forced to recover the deficit by which they breached FFP (corrected for 'football inflation' in the time since) and they should face some fairly hefty fines as are deemed appropriate (which should also be included in their current FFP calculations). This should force them to sell players in order to meet the rules and would presumably mean they couldn't buy anyone for a while. This wouldn't put them back to where they should have been if they had played by the rules from the beginning, but it is a start to redressing the balance, if applied properly it would put them in a situation where they their worries about making Europe come from actually qualifying rather than facing a ban, similarly their concern wouldn't be about transfer bans, but having to meet the FFP rules, which puts things back in a more natural position.
Just giving them a fine and/or a transfer ban is just a slap on the wrists and doesn't address the real problem, because it doesn't get them away from the position of dominance that the breaching of the rules created for them. You can be fairly sure that UEFA will just go for the slap on the wrist approach.

The only thing that would make UEFA sit up and do something is if the elite clubs of Europe threatened them some how. The thing is I’m sure the real European elite dislike City but because they aren’t winning in Europe they aren’t a threat yet. It’s the English clubs that will suffer as they’ll dominate here and win everything domestically and you can be sure the FA will do fuck all.
