I've been on holiday so have missed most of the stadium finance news. Can anyone clarify for me how Liverpool convinced the powers that be they had the cash to proceed and so get the grants?

Does anyone know where the cash is coming from or who the guarantors are if there are any?

Or is it just a case of Rick saying trust me and being believed?

I can't find any articles that go into this in any detail.
