It's not as simple as that though is it? Why are black people not pushing themselves to become managers more than they are? It's not because all black people have some inherent aversion to football management. Somewhere along the lines it is very likely there are underlying prejudices at play, as well as cultural factors.
We already know that seemingly harmless stereotypes pervade our schools with black kids being perceived by many as naturally good at sport and not being academics, receiving encouragement and basing their indentities on that stereotype, making it a self-fulfilling prophecy. It is perfectly feasible there might be similar problems within football. It doesn't have to be the extreme conscious racism of a chairman thinking 'nah them black ****ers are too thick to coach', it's far more complicated than that.
But is this fact you're stating mate , or are we just guessing that that is what's happening ? Also if this is really that big a deal , why is no-one asking where all the Arabic managers are , or the Jewish managers ?

Failures like Iain Dowie gets job after job at relatively big clubs, I doubt that would happen if he were black.

Herein lies the problem of confusing race, which is a sociological construct and religion, which is a social construct. Who are the more deserving prospective managers, the white jew or the black arab? Or maybe the white arab and the black jew? Maybe the person best qualified for the job, but does football use the currency of paper qualifications, or are skills the blue chip here? Football is far too arbitrary to govern with strict quotas.
