Lets be honest, getting kicked in the head is an occupational risk for a footballer - not that i like to see it happen. It is no more likely to happen now than it was in the past. It is part and parcel of the game.
Also, you can't blame the fans for cheering when he hit the deck, all fans do that. As soon as it became clear that it was potentially serious i think everyone got behind him. There was a standing ovation when he left the pitch.

The Doctor treating should demand it anyway. Th FA has said that only if a Doctor agrees that he's allowed to play, can he play
