McCall was hoping to be considered for the manager's job at Bramall Lane after three years as Neil Warnock's assistant.
However, after Blades chairman Terry Robinson informed the 42-year-old he was not in the running to succeed Warnock, McCall has opted to take the reins at Bradford, according to the Telegraph & Argus.
He enjoyed two successful spells with the Bantams as a player, making nearly 400 appearances, and was always chairman Julian Rhodes's first choice to lead the club into next season's League Two campaign.
McCall has already been backed by David Wetherall, who took charge for the final three games of the season following Colin Todd's sacking.
Wetherall said: "I would be absolutely delighted if we got Stuart McCall here as manager.
"I haven't got a clue if it is going to happen, but I think that it would create such an interest in the club and around the city that it could only be good for Bradford City.
"With Stuart McCall in charge we could get the club going in the right direction and I could play a part in that on the pitch and not from the dugout."
