        Nah, if it was a clear pen, Jeff Stelling and Monkey in the studio would have mentioned it and Gollum would have been bitter about it.

                I've always wondered what difference it makes where the ball is. If the ball runs out of play and he then punches him in the throat is that not a penalty? Surely a foul is a foul no matter where the ball is.

                              I know. I've often seen extremely late and dangerous fouls in the box, but if the striker got the shot away, even if it goes wide, no foul is given.

                              If this happened outside the box after a pass the ref would blow up.

                                i agree. IMO if it is a foul outside the box, it is a foul inside the box.
