He's BLATANTLY trying to copy the way a lot of Dutch people sound speaking English, although he does almost sound like its a Frenchman instead. Its not so much an accent as the intonation he's putting on, the gaps between words etc. Find an interview or something he gave as England manager, he doesn't normally talk like that in the slightest.

Thats pretty bad, in fact cringeworthy, but a lot of people do a similar thing. i know whenever i am speaking english to my Indian or Pakistani relatives I adopt an indian accent to my english because i think they'll understand it that way

Iv seen my cousin do this too. He has employed 2 Polish migrant workers in his business, they are both young and don't speak english very well so for some strange reason he changes his accent to Polish so they will understand him better. He says he can't help himself.
