It's neither corruption or ineptitude, they are just exploiting the limits of human perception. Referees cannot be on top of play all of the time, it's a physical impossibility, and they can't tell exactly what happens from distance, from a single perspective. Inevitably they use other contextual factors such as the reaction of the players involved, of other players, of the crowd, the reputations of the players etc etc because it's a tiny bit more reliable than completely guessing in some of these situations. But it relies on conventions of good sportsmanship to be more accurate than guessing. More than a lack of good sportsmanship, actively trying to deceive exploits the assumption that they won't and it makes officiating worse, because refs have to revert to guesswork.
