There should be a points system put in to place for refs and if you don't hit a set target of points at the end of the season you get relegated to the championship and refs from the championship get promoted if they hit a set target of points. This would keep everyone on their toes as you go further down the table your wages should reflect this. This way they know if they don't perform their pay and job is at risk.
