Can someone please explain why there's 21 teams and why Empoli are yet to play a game?

They haven't played any games in Serie A because they're playing in Serie B.
I don't know why the BBC list them in Serie A. They were relegated last season, in the last few minutes, after Catania equalized against Roma.

Suppose you have a physicist and a sociologist standing at the side of a field, observing a set of events unfolding on the field.
