It's the only thing that can save the game IMO

I am inclined to agree, I would much rather see a salary/sign on ceiling than a quota on foreign players.

In the end it is the only thing than can ensure proper competition between teams, and furthermore would help the money part of the game not taking completely control and alienating supporters.
