        This is something to do with a no-mark player Chelsea signed from Lens, and some kind of breach of transfer contracts. Fines also been imposed, but they obviously wont mean anything to moneybags Abramovich.

                    They wont be able to sign anyone until January 2011.

                    Apparently it's due to Chelsea induced the player (Gael Kakuta) to break his contract with Lens, and Lens reported Chelsea to the football authorities. Chelsea have been found guilty and this is the punishment. This incident all happened in 2007.

                    The player has been banned 4 months by FIFA and fined €780,000. Chelsea fined €130,000.

                          They've been placed on lots of lower league clubs before (and I believe Roma - certainly one of the Italian clubs). So I presume so. Although I imagine Chelsea have quite good lawyers at their disposal.
