It's not up to the manager to know if the money is there or not. The manager gets a budget and then he spends the money he has been allowed to spend.

I've seen people suggesting that the Bosman ruling was 'ridiculous' today (one of my friends posted that on her FB). Those same people wouldn't want to admit that some managers have used that same ruling to sign players on ridiculous salaries - Redknapp being one of the main culprits.
