I realise he said that they're only interested in on-field regulation and this could, as a stretch, be construed as that, but their failure to regulate in line with their remit is rooted in the fact that the Premier League has all the power.

If that's the case then the clubs should demand payments for loss of revenue (both in salary and potential loss) when a player is injured during these useless friendlies.
