    I don't think the the Thatcher case is a relevant precedent because since then, and possibly even as a result of it, FIFA have told national associations, specifically directed at the FA, possibly among others, to stop overturning referees' decisions, i.e. they can get involved if it's not seen (77a) but otherwise whatever the ref did or didn't do stands.
    The FA aren't going to overturn the referees decision except in very exceptional circumstances because it undermines the referee and the game. They'll just create more problems for themselves if they do.

        Bowyer flagged offside (even though he was onside).....lucky for Arsenal as keeper would have been red carded and a peno conceded after 2mins.
