For me without question it's Scotty Parker, absolutely immense all season long. If he was playing for a big club, and putting in these incredible performances he'd be considered world class.

Wouldn't quite go as far as that and people will point to his chance at Chelsea a few year back. Regularly turns in MOM performances (and not just your usual condescending awards because its only West Ham), can dictate a game's flow and ebb even against the best sides, and has an experience level now which a lot of Premier League sides would value greatly.
Unfortunately he is getting on now, and West Ham certainly have an unrealistic value on him at that age, but he would improve nearly any midfield in the league IMO.
Edit - actually I do get your point, given the English media's usual ****e, he would be getting called world-class at every opportunity."I will make the boys feel your support"
