It also signifies a shift in their transfer policy. It's much like Spurs have been doing for some years (and are gaining the benefit) and like we tried under Benitez. Buy up young players to use as resources either in the squad or for other deals depending on how they do.
The difference is that Chelsea are doing it at a far higher level in terms of quality and price than Spurs, let alone us..
