Penalty shootout to decide who gets promoted. It's 4-4 with both sides yet to take their 5th kick....the first team step up and this happens:

And then the goalkeeper's team mate goes and misses his kick, meaning they lose out on promotion

Similar happened to some other keeper a few months ago didn't it? Different type of bounce as I remember but same scenario.

Yeah - the ball was still moving. If it had stopped completely dead, and a gust of wind blew it in, it wouldn't stand.

Used to be the rule that the pen was dead once the ball stopped moving forward. I think a French pen v Brazil in 86 hit the post, came back, hit the keepers shoulder and went in, wrongly allowed at the time.

Did look it up a year or 2 ago but can't be arsed now.

That was never the rule. After that incident, an addition was made to the rule to clarify (rather than change) the fact the rules supported the ref's decision to award the goal.
