It depends on what you mean by usurp the big boys, but whether or not they ever have the 'glamour' or fanbase of a top European giant, they will still win things.
They hadnt won anything for nearly 40 years, and now they've won the cup within a couple of years of new ownership, which is clearly no coincidence. They'll keep spending and they'll keep winning. Nobody can say for sure what they'll win and when, but it's without doubt that they will be leading contenders for both the league and the CL for the foreseeable future, and sooner or later, they will be winning certainly the league IMO. The CL, being a cup competition, requires a bit more and as Chelsea and indeed Real Madrid have shown, without a bit of luck, it is one trophy that can be horribly elusive.
So yeah, in terms of actually WINNING the CL - nobody can say for definite, but City will certainly be experiencing the latter stages of it in the next few years. Whether they win it or not remains to be seen, but i'd sure as hell love to be contending for it year in, year out as we used to do a few years back. City will be and that's simply because the amount of money they've spent will take any club to that level, given enough time.
