I think it's a great move for Everton.

Had Moyes or Martinez been in charge, I could have seen an Eto'o type situation, with Rooney calling the shots and deciding when and where he plays, even when detrimental to the team. I don't think Koeman will stand for that though and I think he's a good enough manager to get Rooney playing a bit better than he has in recent years.
