They really need to get on top of the interpretation of two footed. The concern started with a few straight legged lunges where both legs were together. Clearly extremely dangerous tackles. Now that seems to have changed and it's any tackle where both feet are off the ground, whatever the motion. Scissoring motions are no where near as dangerous as the two straight legged ones and I don't think it is at all appropriate to have a blanket red card rule for them.
