I didn't say it does, i don't think he needed to make that challenge by going to ground. It gives the ref a decision to make which could go either way.

Regardless of whether it was a pen or not it was a daft challenge.

He made a tackle.. He got the ball.. There was no decision to be made. End of.

The admitted he got the ball and gave it for a trip that nobody else in the world seen.
