    Liverpool are understood to have accepted the offer, although it remains to be seen whether Carroll agrees to the move as he has privately expressed his desire to return to Newcastle United.
    Telegraph Sport has been told Newcastle are weighing up whether to match West Ham's bid, although previously senior sources have insisted they would not get involved in a bidding war for their former No 9.
    Although Newcastle would love to bring Carroll back to Tyneside, where he would form a potentially potent strike force alongside Senegal pair Demba Ba and Papiss Demba Cisse, they have always believed Carroll will dictate if and when he quits Liverpool and are likely to decide to wait for the player to make the next move.
    As things stand, although Newcastle have also made a bid to take the striker on loan for a season with a permanent switch at the end of it, they have only offered to pay £13 million at the end of it and have not agreed to pay a loan fee.
    Carroll is thought to only want to move to a club who can offer him European football next season and has set his heart on going home to the North East 18 months after signing for Liverpool for a British record £35 million.

    Sources close to the player have previously indicated he would reject any attempt to force him to leave Anfield if he was not happy with the destination offered to him.
    However, Carroll shares an agent, Mark Curtis, with West Ham manager Sam Allardyce and close friend, West Ham captain Kevin Nolan, who has contacted the 23 year-old directly to try to persuade him to sign for the London club.
    West Ham have promised Carroll he will be first choice at Upton Park and Allardyce’s Alehouse football would suit the England international’s aerial power.
    That would appear to strengthen West Ham’s hand and the size of their bid means Liverpool will feel they do not need to dance to the tune set by Newcastle’s bullish owner Mike Ashley.
    Liverpool manager Brendan Rodgers has identified Fulham’s Clint Dempsey as the ideal replacement for Carroll and the American has not travelled to Switzerland for a pre-season training camp, fuelling speculation he is poised to sign for the Merseysiders.
    Ultimately, Carroll still has a huge say in his future and if he refuses to move to east London, Liverpool may yet be forced to negotiate with Newcastle, who know they have a powerful emotional bond with the striker.

      If we do a loan move for some small fee it will be a worse transfer decision than the initial £35m transfer. Get £20m or somewhere close or keep him and give him a chance.

          Considering our lack of options up front, if there is any truth in these loan rumours, then the other rumours about us loaning a big name star better be true too and he better be a forward.

          Crazy otherwise, well at least at this stage when we don't know what's happening with Bellamy and Suarez at the start of the season.
          If we are all only happy when we are really winning in the end, when your race finishes, what life would that be?

                          ****ing hell we gave Newcastle £35m plus had a sell on clause put in the agreement. ****ing hell even if the clause is only if we sell at a profit the fact is we agreed to it.

                              Its just one of many mate but not content with taking the piss and us buying him for £35m we also offered newcastle part of the fee if we sold him at a profit. This is by far the worst transfer in the history of football.
