    They are more than capable of informing the ref of a decision to be made. They aren't allowed to signal independently as far as I know, as they're a distraction to the field of play.

                            Even so, the guy should have been able to inform the referee that the ball crossed the line, by whatever means he is meant to, a goal is probably the biggest decision in a game, if he can't inform the referee that a goal has been scored then there is no point in him being there.
