Even so, the guy should have been able to inform the referee that the ball crossed the line, by whatever means he is meant to, a goal is probably the biggest decision in a game, if he can't inform the referee that a goal has been scored then there is no point in him being there.

That's the point. There's nothing in the laws of the game to prevent them from informing the ref as to what they saw, similar to a way to the linesman (just without the overt flag waving)
It's more likely they're unwilling to put themselves out on a limb with crucial decision making. Extra officials were no more than a pandering to the outcry for an overhaul in how the game is officiated.
