I know it's ludicrous on the face of but I reckon it's pretty simple - they have an excellent record in qualifiers, thanks to Capello, with a high win percentage. You'd think results at major tournaments would count for more but I think each game counts for the same. In that sense England's record is excellent.

Its just thinking of the quality of teams that are behind them that must also have won loads of qualifiers that baffles me. The only other explanation is there are some numbers between 1 and 3 that I am thus far unaware of?
