Neymar will buy-out his contract "on his own", the state of Quatar will just happen to give him €300m for his promotion of the 2022 World Cup. PSG will avoid any FFP problems this way, as they won't pay any transfer fees. Brilliant.
Also, the transfer is delayed because Neymar has to stay in Barca until a certain date if he wants them to pay a loaylty bonus od more than €20m.

That's the only way buy-out clauses in Spain work, players buying out their contracts themselves. Except I guess it's usually the buying club that's officially on paper to provide the player with money. PSG just found a loophole, and I think Real has been know in the past for doing it as well, with the help of the city of Madrid.

Barcelona are a smug, underhand club and I for one wouldn't be too unhappy to see them on the receiving end.. Albeit not if it means Coutinho leaves
