Juve did the same.

The local authorities usually own the stadia in Italy. That means the club can't control all the income and are forever paying rent.

Build your own and you're in control.

But you have to be able to fill it. So you have to build accordingly.

That said, the disguised office concept leaves very little room for subsequent expansion.
