I know a referee can allow a penalty kick for shirt holding that starts outside but continues into the penalty are, but a mistimed tackle is a free kick (or penalty) at point of contact (I think).

Thats the rule but I recall it only ever applying to UTD. The amount of fouls just outside the box I've seen ever given as a penalty is usually zero.
