The only purpose of this change is to make sure the top seed is the national champion, it's not designed to do anything else. Top seeding should be based on the season just gone as that's the most recent evidence of how good a team is and their status in the CL should reflect that imo.

I get why they are trying to reward league winners, but the current system is basically a form of handicapping which like all handicaps, it's purpose is to have a more competitive competition. Flawed as it is, it's as good as we can hope for IMO, assuming the coefficients are worked out fairly.
