Presumably because it's the final qualifying round so teams can't gain advantage by either playing for a draw or resting players if they already know what they have to do to qualify.

Its been the standard for about 30 years I think. Final 2 group games at the same time to avoid corruption.

2 teams playing out a 0-0 draw for example, so they both go through.
