    New penalty rule

    The introduction of VAR is going to be mad next season, however combined with the new penalty rule which has been rolled out for the woman’s WC. The keeper must have one foot on (not behind, nor infront) of the line when the ball is struck. One foot on the line at the exact millisecond the ball is struck.

    Based on the game this evening it will be an incredibly harsh rule on keepers and therefor a sore one to stomach when you are on the receiving end.

    What a load of ****e. The rules already massively in the kick takers favour. I’d be happy to let the keeper do what he/she wants. Going to be absolutely **** loads of retaken pens next season for sure.

    Pen shoot outs will take weeks to decide.

    The issue of penalty kicks has cropped up a few times in recent years and the trend has been towards reducing the freedom of the goalkeeper.
    That hasn't changed with the latest update to the rules, which dictate that the shot-stopper must not be moving or touching the goalposts.
    The new rule changes also say that the goalkeeper must have at least part of one foot on or in line with the goal-line.
    "Allowing the goalkeeper to have only one foot touching the goal line (or, if jumping, in line with the goal line) when the penalty kick is taken is a more practical approach as it is easier to identify if both feet are not on the line," goes the IFAB's explanation.
    "As the kicker can ‘stutter’ in the run, it is reasonable that the goalkeeper can take one step in anticipation of the kick."
    As well as those points, the penalty taker will now be permitted to receive a quick treatment if necessary before taking the kick.

      Where does that come from Buzzo are those quotes from the rules?

      Because this bit adds a gray area:
      "As the kicker can ‘stutter’ in the run, it is reasonable that the goalkeeper can take one step in anticipation of the kick."
      Is that only when the kicker stutters or is that all the time? because that suggests that the keeper can take a step forward which contradicts the rest

        And though I agree that bit adds an element of movement, it is all negated by the one foot having to be on the line bit. Seems like a typical over-complication of a rule by FIFA.

          So when they say a step that is one foot moving off the line as long as the other stays on? So stepping with one foot is ok but jumping forward is not?

            In a related note are they not allowing rebounds from saved pens from next season, I swear I read that somewhere a while back, but haven't seen it mentioned recently.

              I think so. The timing for that first step forward with one foot on the line is virtually impossible to time for a keeper with one foot to be on the line (as we saw tonight) and the other going forward. Momentum of a dive means the other foot will automatically leave the line. It means it will go to endless VAR replays on whether the foot was online or not. Throw in the stutter and it will become farcical.

              Also, the keeper got a yellow card tonight? But I think that ref was in full meltdown at that point.

              Not stopping the clock for a decision that takes near on 10 mins is a further farce.

              Imagine paying £100, or whatever, for a ticket and having 10 mins of the 90 wasted on all that ****e.

                That’s in that article also. So what happens after a saved pen then? Goal kick??? Means that the other players can go for a fag/****e etc when a pen is taken and all the jostling at the edge of the box is unnecessary.

                  Is it? I must have missed it I read that it was going to be a goalkick yes. I don't agree with that either but I guess it allows the VAR official to focus on the GK's foot alone, as if they had to assess that and whether players were in the box when the kick was taken game might never kick off again

                      Just saying in the other thread if you are GK you bring someone down, get booked and give away a pen, is it in your interest to properly attempt to save it? given that if you take your foot off the line you could be picking up a 2nd yellow and your team are down to 10 and the pen is retaken.

                      I know it sounds a mad situation but it may come up

                        They get used to it...not sure why the keeper cannot be behind the line tho, that's to the attackers benefit. However, I expect we will see keepers starting position as slightly behind the line, stepping forwards as the kick is taken to be on the line. Same movements they do now, but their starting position slightly further back so as to abide by the rules.

                        Disagree with awarding a yellow card tho, that could result in a red card for what is really a minor infraction. A penalty retake is punishment enough.
