MOTD pointed out that if it had been a Spurs hand that it had hit and they had got it away it wouldn't have been a pen as it's accidental, it seems a rather silly rule.

Hitting the Spurs player doesn't have the advantage of obviously preventing a goal though. Off the arm of a city player into the path of a goalscorer is a tangible benefit even if only accidental
