I don't necessarily think it's odd to ask not to take one, (it's not that he would have asked to come off just about getting ready for pens) they will almost certainly have spoken about whether players would or wouldn't want to take a pen in the build up to knockout games, it might have been than he had said in training, or before the game, it's also possible that the question is asked at HT in ET if it comes to it who would or wouldn't want to take one. I assume that an ideal list of penalty takers is probably drawn up well in advance of the game and someone on the bench is keeping an eye on it as you are getting into ET and the last subs are taking off players who are low down that list to bring on players who are higher up

Obviously Southgate had his own penalty miss in Euro 96 so I imagine staying on top of who does/doesn't want to take pens should it come to it is probably something that he might consider (and make his squad aware of) more than most managers.

The standard of international football is so low, Spain are clearly the best side. They are able to score goals and just kill games through possession & pressing teams into oblivion. France much like England have been terrible and stumbled their way through to the semis. I actually don't think i've ever seen Mbappe play a great game.
