Well Arsenal seem to have found the cheat code where we haven’t. Clearly the rules can't be applied fairly so a different approach is needed

Vast majority of it is when the ball is in play.

Look at the West Ham/Arsenal example, literally all of it happens with the ball in play.

Agree, but their starting positions are so crowded it becomes a brawl.
Spread them out, the corner kick will be aimed mid area for the attackers to run onto, and allow the defenders to have more space and time to defend the ball.

The main issue is that the ref can only give a foul if the ball is in play.
Too much grappling and shoving before the ball is even kicked.
Clearing the goal area of opposition players would be a major step forward.
Any hands on by either side in the area is a penalty.

It should be straight forward, both arms cant be wrapped around a player. Maybe we should start sending people out with mittens so they cant grab others.
