Directives on yellow cards in the EURO 2008 competition
1. A player is automatically suspended for the next competition match after two cautions in two different matches as well as after the fourth and any subsequent caution.
2. Cautions and pending yellow-card suspensions expire on completion of the qualifying stage. They are not carried forward to the final tournament.
3. Single cautions from group matches in the final tournament expire on completion of the group stage, and are not carried forward to the subsequent stages.
4. Cautions and pending yellow-card suspensions expire on completion of the competition.

Sorry but whats Euro 2008 got to do with anything?
From reading that it means 3 Yellows from the start of the group phase forward = suspension and a further suspension again after every 2 Yellows from there on in.
But that doesn't make any sense. For example if you look at the stats for Momo:
Had 1 Yellow Card in the qualifying phase: Maccabi Haifa
Had 1 Yellow Card in the group / knockout stages: Bordeaux
Had 2 Yellow Cards in the knockout round (last 16) : 1 in each leg against Barca
Total = 4
1 match ban after the Barca games.
Are you sure there's not another article which refers only to the Knockout stages (last 16 onwards)?
EDIT: I've just checked the 2006/07 UEFA regs and there isn't. Thus, e.g. if Masher gets another yellow, according to Article 19 he shouldn't be banned as it will only be his 2nd yellow since the Group Phase started (in which he didn't play and thus didn't pick and yellow cards up).
