I think that Liverpool needs another couple of years to be realistically able of challenging for the title. Nobody knows how much money will be made available but the new owners have stressed that there will be enough to target the players that they want to sign. Despite the fact that the current line-up only needs two or three changes, I still feel they need to be more consistent. For that to happen those two or three changes would have to work straight away. Even if they signed Eto'o and Dani Alves they would still have to be given time to adapt and that would mean that the season after next would be the one where Liverpool would be able to consistently challenge Chelsea and Manchester United, otherwise it would be a missed opportunity.
I can tell you that no discussions have taken place between Valencia and any English club regarding David Villa as yet. For Villa to move to the Premiership an English club will have to come up with the right amount of money and that figure stands at 70m Euro.
