How much of transfer negotiation at are club is (or was during the Houllier reign) handled by the manager. I find it difficult to disentangle the roles of Parry and the chairman from some of those deals.

I know Rafa came in and made a big thing about not being taken for a ride but with th etop targerts (Simao, Alves) this has failed and we have paid fairly large fees for Crouch and Pennant from relegated teams.
