I think that, like Mourinho, Rafa would like 3 keepers who could play a part if needed in any season in the squad. This guy was cheap and has some experience and potential judging by the reports. Having a bad spell happens to all keepers - look at Reina at the start of last season.

Martin etc. are not ready yet and may well benefit most from going on loan. I think for the money it is a perfectly reasonable transfer. We would never get an older keeper to come and sit on the bench in all likelyhood and even if he plays well once in the league cup or when sent out on loan it is likely he would retain or increase in value.
