The problem with that is that if the ref gives a penalty for a shirt pulling like that then there would be 10+ penalties in every game. He would need to give a penalty after more or less every corner.

It was a blatant shirt pull and the penalty decision was probably right, however as has already been said if you are going to give the pen for it then you need to give it every time and that obviously doesn't happen it just depends on the ref on the day and how he feels, and that's obviously the wrong way to try and make an example. If a player knows a pen is only going to be given for that type of foul maybe 1 in 10 times then he'll carry on doing it and it's not going to change anything. That was never a penalty. If it WAS a pen, then I expect to see 15 penalties given in every game. It was so "not a penalty" that not one single Pompey player even appealed for it.

Apparently the PL and Football League sent out some kind of info to all clubs saying that shirt pulls in the box will now result in a pen. If that's the case we're the first to fall victim to it, but as I said earlier, I now expect to see at least 10 pens every game.
