yep, that's my reading of it - no need for Rafa to issue a warning if none of the Prem rivals were after Pako. The fact he is staying in England and not moving back to Spain certainly seems to point in this direction

Going to the Mancs would make sense as he wouldn't have to move or **** all.
I hope he doesn't as I've had the pleasure of meeting the guy a couple of times and he came across as a really nice bloke.
If he does though I will not hesitate in disliking him intensely
