Off the top of my head, i know either one or both didnt start against Pompey or Brum - so that's a third of the games we've drawn that didnt feature them both starting.

Chelsea - both started
Arsenal - both started
Pompey - neither started
Brum - Gerrard did Torres didn't
Spurs - both started
Blackburn - Gerrard started Torres didn't

But given that we've already seen how emphatically rafa believes in rotation, i think it was just an example of what he likes to do.
