I think Pacheco, Bruna and a lot of other kids we have signed will count as 'home-grown'.

Whats the rule on that? is it to do with years in the academy system? Fabregas is also counted as home grown, i am pretty sure if the quota ruling came in to force Arsenal would be the best equipped team, the Chavs would struggle though
      We come not to play.

The rule is you need to be trained at the club for two year prior to being either 17 or 18, I forget which.

So all that would happen is that the price of 15/16 year old players will go up

If we're sorted for cover at centre back then I don't see why we shouldn't loan Hobbs out so that he can gain experience at a high level for six months to a year.

Saying that though, he is captain of the reserves and we might want him to stick around to be available if needed.

Yes that is exactly why. I would prefer that he stayed and then, if a chance came up, he had an opportunity to take it. It would be annoying to see him go off on loan, we buy another defender in January and suddenly he is pushed even further down the pecking order and probably never comes back.

I think I would have more faith in the practice of sending players out on loan if even one were to come back and play for our first team.
