Not always - if a foul is committed outside the area and the foul CONTINUES inside the area then its a pen. This would be the case for example with a shirt pull or a push. However in this case, although contact continued in the area the contact in the area was that of two players falling over - not a "continuation" of the foul. That means that even the "contact continuing in the area" argument doesn't hold here. Deffo not a pen.
Reading try to play it cute, Riise cross finds Hobbs free at the back post but he dives at it and goes wide. Shame, great chance to score on his debut.
